PROCUREMENT FROM CHINA

Clarify the import responsibilities before goods leave China.

Identify the information and responsibilities that need confirmation for your import. Share the goods, origin and destination so the team can review the proposed shipment with the relevant parties.

Review goods acceptance before committing to a route

Provide the product name, material, use, quantity, model, actual transaction value and production or origin information. Goods are classified for review as ordinary, restricted, requiring specific regulatory approval, or prohibited. Restricted and special goods need human review of actual properties, destination restrictions, carrier conditions and necessary permissions. Illegal goods, prohibited shipments and goods whose conditions cannot be met are refused. Disclose any special handling costs and risks in the proposal before approval.

Assign the declaration and importer roles

The buyer and supplier provide accurate product and transaction information. The team checks consistency with available purchasing, warehouse and payment records and transmits it accurately. Classification, customs valuation, origin and permits are determined by appropriately qualified or capable professionals under the destination rules, with a lawfully authorised customs agent making the declaration. Confirm the real importer of record, agent authorisation, recipient information and responsibility allocation before payment and dispatch. Insufficient, inconsistent or apparently false data pauses the affected declaration for verification. Each party remains responsible according to actual fault, contract and law; false declarations and fabricated origin are not offered.

Define the DDP, DAP or logistics-service scope

The arrangement depends on the destination, actual route and lawful fulfilment capability. Record the Incoterms version and named place in the quote. If the service is a logistics arrangement with taxes included, identify those service responsibilities separately. DAP states the buyer’s import obligations. Normal duties and clearance costs already included in an approved DDP quote cannot be arbitrarily recovered from the customer because of an estimating difference. Commercial allocation of costs does not replace the importer’s legal responsibilities.

Use evidence and approval for cost changes

The formal quote itemises included and excluded transport, final delivery, duties, VAT or GST, clearance and surcharges. Additional taxes, reclassification, valuation changes, inspections, storage or penalties require genuine official or agent records and review of cause, fault, contract and the original scope. Material customer changes require a written revised quote for the affected portion. Non-urgent additional charges or work that can be paused require prior written customer agreement. Mandatory legal duties and reasonable urgent loss-reduction measures are assessed separately. Reduced costs, tax refunds and overpayments are reconciled according to entitlement, contract and law.

Handle customs exceptions with clear authority

Ordinary clearance exceptions are notified within two working days after the team learns of them; formal detention and return requirements within one working day. Confiscation, destruction risk or an approaching statutory deadline receives urgent escalation. Open matters receive updates at least every seven calendar days and promptly on significant change. Voluntary return, abandonment, destruction or surrender of an important remedy requires the entitled party’s express written authorisation and management review. Mandatory disposal follows an official decision while preserving information about available remedies. The company does not automatically take ownership or dispose of the goods.

Review rule changes and any replacement route

The team maintains destination and route information using official customs, tax, regulatory and carrier sources. A material change affecting a confirmed order is notified within two working days after awareness and initial verification. A major prohibition risk immediately pauses the affected work and triggers urgent notice. Unresolved issues receive updates at least every seven calendar days. Where the agreed route cannot lawfully operate, a written alternative explains the route, costs and refund choices before a change is approved. Resumption requires review of current rules, importer and customs-agent authority, carrier acceptance and the latest quote. Policy changes do not automatically stop the agreed delay-compensation clock.

Keep validity, documents and approvals aligned

The standard quote remains valid for 72 hours, with special orders and shorter supplier validity stated separately. Transfers initiated within validity and verified by finance qualify for five additional banking working days of quote retention after expiry, subject to stated supplier exceptions. Keep the current invoice, packing information, product documents, quote version and approvals linked to the actual shipment batch. Review landed costs, Shipping Protection and the refund policy when confirming the shipment decision.
